The presence of foreign banks in Indonesia has increased. They are such as Bank of America, Bangkok Bank, Bank of China, Citibank, HSBC, Standard Chartered, The Bank of Tokyo-Mitsubishi UFJ, Deutsche Bank, JPMorgan Chase, Royal Bank of Scotland, etc. Indonesia. Indonesia is considered the most open countries in the field of finance. It is not a surprise if foreigns bank in Indonesia can grow incredibly. The rapid growth of foreign banks in this country is supported by a high public confidence in foreign banks. The Indonesian people had a high trust on foreign banks because they had a view that foreign banks must be healthy and safe during the crisis.
When the crisis hit the USA and Europe, some banks could not survive. Then the perception of the people of Indonesia to foreign banks changed. Even the level of their confidence in foreign banks has declined. Public confidence declined because they feared, the crisis experienced by foreign banks that have branches in Indonesia will have a major negative impact for Indonesia. Bank of Indonesia, the Central Bank, takes immediate anticipatory measures. In these rules, branches of foreign banks are required to meet the minimum capital requirement of 8% of the total obligation, or not at least 1 trillion rupiah. Minimum capital reserves are assets that can be used when the branch offices of foreign banks facing liquidity problems.
The Indonesian people, does not need to be concerned with the present of foreign banks in Indonesia, since BI has done anticipatory measures. But that does not mean, the public concerns can be ignored. The community’s concerns should be addressed by improving the rules on foreign ownership in the banking sector in Indonesia in order to make the presence of foreign banks in this country is very strong. Improving foreign ownership rules in the banking sector in the duty of government.
 The presence of foreign banks influences domestic bank performance. Their presence may stimulate domestic banks to reduce costs and increase efficiency of existing financial services through competition. In the presence of foreign banks domestic are pressured to improve the quality of their services in order to retain their market shares. This may improve the quality of existing financial services of domestic banks.
In particular, foreign banks presence may put old-style banking practices under pressure. Moreever, increased compettion may lead to lower interest rate margins and profits. Foreign banks may also introduce new financial services, increases the quality of human capital in the domestic banking systems in a number of ways. Finally, the presence of foreign banks has a positive impacts the banking sector in Indonesia

                          THE HIGH COST ECONOMY IN INDONESIA

The high cost economy still exist in Indonesia. First, we have to define the economics costs. Economic cost is the sacrifice involved in performing an activity, or following a decision or course of action. Low competitiveness of Indoneisan products in international trade, which are influenced by internal factors of domestic economy can be attributed to high cost economy. There are several aspects that lead to high cost economy in Indonesia, among other labor problems, bureaucracy and politics, problems of credit interest rate (high borrowing cost),and infrastructure issues.

Problem of labor is one of the causes of high cost economy in Indonesia. This also led to the competitiveness of products made in Indonesia is lower than another countries. Although labor costs in Indonesia are relatively lower than ASEAN countries, the cost to lay off workers in Indonesia is very high especially during the dismissal employees in large numbers. The regional minimum wage in urban areas are higher to make the company a lot of building factories and hiring workers in rural areas which are lower minimum wage. This would then have implications for the rising cost of transportation and supporting infrastructure expenditure.

Bureaucracy and political factors believed to be one of the main causes of high cost economy in Indonesia. Bureaucratic costs, both official and unofficial, in some areas can reach 20% of the cost of production. The high cost of the bureaucracy will ultimately lead to the price of product produced in Indonesia became more expensive when compared with product made in another countries. Bureaucracy problem is aggravated by mantal corrupt government officials. To ensure the smooth running of the business and the ease of taking care of licensing, entrepreneurs often have to give bribes to the officials – concerned.

Interest rate are still high in Indonesia. This has implications for the interest rate on the higher costs of loan that mus be borne by the company to obtain financing. Therefore, industrial products of Indonesia heve lower competitiveness than another countries.

Infrastructure problems in Indonesia is not optimal quality of road infrastructur. Limited access of the central area of production as well as to urban outlets and the existing highway is not optimal support regional ddevelopment. Declining quality of existing road infrastructure in economic lines, which caused excessive charge and dimensions. This resulted in vehicle operating costs and the costs of moving goods become more expensive and competitive level decreased. Basically, the availability of adequate infrastructure is expected to reduce the high cost economy.

Finally, the urgency to improve Indonesia’s competitiveness is pushing government to eliminate the causes of high cost economy in Indonesia. Government’s role is vital, particularly in relation to the provision of infrastructure and regulation are clearly related to the problem of labor and interest rate. Revamping and improvement in terms of service bureaucracy should also be prioritized

Susan Barnes is a clear-typist at Pelint Insurance. She is an excellent worker. This morning she went to see Mr. donni, the Officer Manager and handed him a letter saying that se was giving up her job. Mr. donni did not want Susan to leave so he tried to persuade her to change her mind.
Susan   : “Good morning, Mr. Harris!”
donni  : “Good morning, Mrs. Susan!”
Susan   : “Thank you. I’ve been waiting for you since this morning.”
donni  : “I’m sorry. I have just attended a meeting with client.”
Susan   : “Oh, I have heard about that.
donni  : “Is there a problem with your job?”
Susan   : “No, there is not.”
donni  : “Well, what can I do for you?”
Susan   : “First, I want to give this letter.”
donni : “Erm, let me see.”
Susan   : “That’s my resignation letter, Mr. Harris.”
donni  : “To be honest, I’m so surprised with this letter.”
Susan   : “It’s really difficult for me to decide Mr. Harris.”
donni  : “Could you tell me your reason? Basicly, you are excellent worker. So far, you have no problem with your job.”
Susan   : “I know what you mean Mr. Harris, but I have another plan in my life.”
donni  : “Honestly, it’s difficult for me to let you leave this company. You are the best Clear-Typist at Pelint Insurance.”
Susan   : “Thank you for compliment, Mr. Harris. I’m really flattered to hear that.”
dani  : “I suppose, you could change mind.”
Susan   : “I appreciate the work we have been able to accomplish together in this company.”
dani  : “Don’t you think to develop career here?”
Susan   : “I really want to develop my career, but I think I get big intesion in my job. And I must spend all of my time to work. Actually, I have very important role to take care my children and manage household. I have decided to work from home. I want to manage my business on-line from home.”
dani  : “Basicly, it’s good. But I think, nowadays, women have a bright career without neglecting their responsibility as housewife.”
Susan   : “I know what you mean, Mr Harris but I have thought it for long time.”
dani  : “From my point of view, you should rethink your decision. It maybe just a momentary emotion. I suppose, you should change your mind.”
Susan   : “I have considered a lot of thing before deciding it, Mr. Harris. So, I hope you could consider my resignation.”
dani  : “Honestly, this company needs you here. You are excellent worker. I like your performance. Do you think your salary was not enough? I think we can discuss together.”
Susan   : “I really appreciate your suggestions but I think my salary is not the main problem.”
dani  : “I think I can promote you to higher position if you like.”
Susan   : “It’s very kind of you but I think it is better decision for me now to end my jobs here.”
dani  : “Basicly, I only give some suggestions for you to rethink again. I suppose, you still want to change your mind.”
Susan   : “So far, I will not change my decision but like you said before I should rethink again. Could I ask more time to rethink?”
dani  : “I think it’s good idea. You can meet me again if you have already had a final decision.”
Susan   : “Thank You, Mr. Harris. It’s nice to share with you.”
donni  : “You’re welcome. We are partners and you can share with me if you like.”
Susan   : “I will decide it next week. I think, I need to discuss with my husband and my families.”
donni  : “It’s okey. Take your time.”
Susan   : “Thank you, Mr. Harris. I think it’s enough for me and I have to work again.”
donni  : “Of course, please.”
